The San Rafael Swinging Bridge was built by the CCCs in1937. It was constructed under the direction of the Division of Grazing. It benefitted local ranchers by providing safe and convenient access to thousands of acres of winter grazing for their herds. At a speech given at the dedication it was said, "This bridge will be a benefit to generations yet to come." Sheep permits are no longer given out in order to preserve the Big Horn Sheep that have been reintroduced to the Swell.
