On motion t h a t t h e Committee r e p o r t in this place tomorrow evening. On motion t h a t the Committee ascertain whether the changing of t h e channel of the Creek will be for the benefit of the people o r to their damage, o r to the benefit o r damage of anyone. Carried. On motion we adjourn until tomorrow evening a t 7 : 3 0 p.m. Carried. Signed: D . S. Macfarlane, Chairman J . Chatterley, Sec'y (Meeting postponed until Sept. 30, a s t h e r e were not enough people in attendance Sept. 241 Sept. 3 0 , 1889.. .People met a s p e r adjournment. On account of t h e absence of t h e Chairman, t h e Secretary stated t h a t it would be necessary to have a Chairman. On motion t h a t R . W. Heyborne act a s Chairman. Unanimous. Prayer by Joseph S. Hunter. Chairman stated t h a t the object of t h e meeting was to hear the r e p o r t of t h e Committee appointed t o examine and judge of the advisability of cutting off the 2nd and 3rd crossings in Coal Creek Canyon. On motion we hear the report of t h e Committee. Unanimous. The following report of the Committee was read by the Secretary: Gentlemen: Your Committee, appointed to investigate the advisability of t u r n i n g the waters of Coal Creek from i t s present channel with a view of cutting off the second and third crossings in Coal Creek Canyon, beg leave to report as follows: F i r s t . . .There a r e four Living s p r i n g s of water west and below where i t is contemplated damming t h e Creek and taking i t out on t h e south side of t h e Canyon--one on the south side of t h e present channel and t h r e e on t h e n o r t h . The present supply of water from said s p r i n g s would, in your committee's judgement, if concentrated and brought together in one body (which is easy of accomplishment) aggregate between 5 a n d 6 inches, a n d even this amount could be largely augmented by a trifling outlay of labor. Second ... Should the flow of water, from i t s present channel, be changed to the south side of t h e Canyon, we fear the supply from said s p r i n g would be v e r y much lessened, especially in the mid-summer months, as t h e water from said s p r i n g s would have to r u n in the old d r y channel of the Creek a distance of from one-half to three q u a r t e r s of a mile before reaching the main body of the water. W are, e therefore, of t h e opinion t h a t , in cutting off t h e supply of water from said s p r i n g s from t h e main flow, the r i g h t s acquired through appropriation and use would be to some extent diminished, and t h e owners of t h e waters of Coal Creek left t o the mercy of any unscrupulous individual o r
