March 11, 1881.. .Water Supervisor was i n s t r u c t e d to clean out t h e City water ditches a s t h e filth in them makes t h e water v e r y unwholesome for u s e . Also, recommended t h a t measures be adopted to stop the continual annoyance from boys who damage p r o p e r t y and in various ways d i s t u r b t h e peace of the inhabitants of the City. April 30. 1881.. .Committee on Irrigation reported they had found, by leveling t h r o u g h Chaffin's Millrace, water can be r u n to the south side of the City and t h a t , b y winding around some of t h e hollows, t h e said ditch can be made at an expense of from $75 t o $100. Recommended t o make ditch forthwith. Councilor A r t h u r recommended t h a t a n ordinance be passed requiring fowls to be kept s h u t u p during t h a t portion of t h e year in which they do so much damage to g a r d e n s . On motion of Councilor Nelson, t h e Committee on Judiciary was i n s t r u c t e d to d r a f t a bill f o r an ordinance prohibiting the running at large of fowls in Cedar City. May 31, 1881.. .Joseph S. Hunter appointed City Watermaster. June 11. 1881.. .On motion of Councilor Webster the Committee on Judiciary was i n s t r u c t e d t o d r a f t an ordinance requiring wire fence builders t o p u t a board on t h e top p a r t of t h e fence to protect stock from injury from t h e b a r b s in said wire fence. Aug. 3, 1881. . .Recorder, Myron D . Higbee, tendered his resignation, a s he was not of a g e , which is required by law. On motion of Councilor Nelson, Alonzo Highee was duly appointed Recorder a n d Auditor of Cedar City. Mayor a n d City Surveyor were i n s t r u c t e d to procure all deeds due t h e City for s t r e e t s , and investigate all matters pertaining to t h e p u r c h a s e of s t r e e t s a n d other land by the City, a n d t h a t t h e City Surveyor f u r n i s h a plat showing the various p u r c h a s e s together with the City. George P e r r y a n d Joseph M . P e r r y were given t h e bid to move t h e slaughterhouse for $49. Oct. 1, 1881.. .On motion Councilor A r t h u r , all deeds belonging to Cedar City were t o be recorded in the county records of Iron County. John Chatterley (one of t h e committee in relation to locating a West Field ditch) suggested the location be pushed to completion a s i t would have a tendency to keep the City a n d field water s e p a r a t e . J a n . 11, 1882.. .Bill of Anna Jacobson for doctor services, in t h e case of J . R. Fretwell's child inflicted with Small Pox-$13, was presented a n d r e f e r r e d to the Mayor to interview
