Oct. 1 4 . 1878.. .[written r e p o r t ) To the Honorable Mayor a n d members of the City Council. Your committee to whom was referred the examination of the slaughterhouse, wishes to report a s follows: 1 s t . . .we recommend t h a t the building be raised one log higher, then cover i t with five ridge poles a n d a double lumber roof. 2nd.. .That t h e east fence of t h e s t r a y pen be moved into the y a r d sufficiently far to allow the drain running through the slaughterhouse to r u n on the outside of t h e fence. 3rd.. . T h a t said drain be composed of rock layers in lime mortar for the purpose of conveying all the blood and also water used for cleaning purposes into a pit dug on the n o r t h side of the y a r d . 4th.. .That a c a r t be provided for t h e p u r p o s e of hauling away all refuse and fall, t h e morning a f t e r slaughtering, and taken to some place designated by the Council. 5th.. .That t h e water running to the slaughterhouse b e onlv used while s l a u e h t e r i n e and cleanine.. and t h e n directlv u turhed off. 6th.. .We also recommend t h a t said buildine be olaced in the charge of some responsible man whose dut; i t sdall be to keep i t thoroughly clean. Councilor Nielson s u g g e s t e d t h a t a room be r e n t e d for the Council to meet in this winter. 21. 1878.. .Rules were s e t forth for the City Council. The followina a r e e x a m ~ l e s : 8 While 'the President (Mayor) i s putting a Rule : question o r a count is being h a d , no member shall speak o r leave his place. Rule 9 : No member shall speak more t h a n once to the same general question, without leave of t h e Council, until every member desiring to speak shall have spoken. Rule 1 0 : If any member in speaking t r a n s g r e s s e s any rule of the Council, t h e President shall, o r any member may call to o r d e r , i n which case the member so called to o r d e r shall immediately s e t down and shall not rise unless to explain or proceed in o r d e r . Rule 18: Any member o r officer of the Council who shall disclose the confidential business o r proceedings of the Council shall be liable, if a member of t h e Council, to s u f f e r expulsion; a n d , if an officer, to dismissal from service.
