Bentley took the o a t h of Office for t h e position of Fire Chief of t h e Cedar City Fire Department. An education incentive program was presented to the Council. The program is outlined to encourage City employees to receive f u r t h e r education a n d training. The employees will be reimbursed f o r tuition costs o r the City employee will be granted release time from work to a t t e n d classes. Councilman Shirley made t h e motion to approve t h e education incentive program. Unanimous.

Feb. 9 , 1978.. .Neil Boyter was appointed a s City Controller. State Representative Dan Marriott a n d Senator Jake Garn a r e working with t h e Cedar City Mayor on the Highland Drive soil problems and funding. Starr announced some March 2, 1978 ... Councilwoman subsidence policy guidelines a n d displayed a City map showing 'safe a r e a s ' a s well a s 'dangerous a r e a s ' . In t h e danger a r e a s , building a n d development will h e considered only on a case by case basis. April 20, 1978.. .Homes a r e being moved from t h e Highland Park a r e a , a n d basements a r e to be filled. M r . Jack C a r t e r p r e s e n t e d , to t h e Council, a program in which he is proposing that people can make donations to a non-profit corporation in o r d e r to give financial aid to t h e people in t h e Highland Park a r e a . 1978.. .Councilman Shirley made t h e motion t o May 4 , authorize t h e City to e n t e r into a contract agreement with F o r d , Bacon, a n d Davis Engineering to conduct a feasibility power s t u d y . Unanimous. J u n e 8 , 1978.. .Councilman Slack made a motion to authorize t h e Mayor to immediately notify M r . Wendell Roundy to demolish a n d b r i n g to grade t h e old Cox Building on South Main S t r e e t . Unanimous.
