State Engineer, Gerald S t o k e r , indicated t h a t t h e decreed r i g h t s call for 285 cubic feet p e r second to be split, 40% toward Coal Creek a n d 80% toward the Woodbury Ditch. The Water Commissioner indicated t h a t during peak flows in t h e s p r i n g r u n o f f , t h e r e a r e consistently 800 cubic feet p e r second; therefore, a culvert o r s t r u c t u r e capable of handling 200 cubic feet p e r second, passing u n d e r t h e runway and taxi s t r i p , should be engineered. City instructed Project Engineer, R. B. Platt, to p r e p a r e plans, a n d a public hearing will be held. Dec. 5, 1974.. .Mayor appointed Yorke S. Nelson a s City Recorder for a 4-year term. Motion authorizing Mayor Jones and City Manager Embley to negotiate with the National Guard on a new building site a t the Airport (1570 Airport Road). Mr. Bob Herple, representing McDonalds R e s t a u r a n t , asked the City's stand on right-of-way requirements in relation to McDonald's proposed development between 1000 a n d 1100 West S t r e e t on 200 North. Dec. 19, 1974.. .The Mayor stated t h a t t h e r e h a s developed a controversy a s to which c o u r t , City Justice of the Peace o r County Precinct C o u r t , should handle citations issued by the City Police, County S h e r i f f , and Highway Patrol Officer, within t h e City limits. Mayor was authorized to call a meeting of t h e parties to establish guidelines. J a n . 16, 1975.. .Councilman Stratton reported t h a t t h e public consensus seems to be t h a t t h e City should build a n outdoor Swimming Pool on City p r o p e r t y , a s soon a s possible. Feb. 20, 1975.. .Jack E . Whiting took t h e Oath of Office a s Councilman, appointed to s e r v e out t h e term of Bob Hansen who retired because of health reasons. City to s e t aside property owned by t h e City, located a t 400 North a n d 100 East, f o r a Historical Park (site of lron Works in t h e 18501s), and to submit an application for t h e property to h e placed on t h e State Historical Register. The School Board requested a delay in t h e final decision a s to building an indoor o r outdoor swimming pool until a f t e r April 23--the day they will open their bids for the new Junior High School Building. Feb. 24, 1975.. .Special meeting on Airport Runway Extension a n d Coal Creek Irrigation Company. Mayor Jones indicated t h e following: 1. The F.A.A. requires t h e lrrigation Company's approval of a change in location of channels and design of s t r u c t u r e , which will take t h e irrigation water u n d e r the runway. 2 . F.A.A.'s Safety Regulations do not allow for an open ditch. 3. F.A.A. could not approve of
