Excerpts from Cedar City Council Minutes Jan. 5. 1948.. . T h e Oath of Office was taken b y t h e incoming Council, a n d a special session was called immediately following the ceremony. Mayor Gronway R. P a r r y made the recommendation t h a t three appointments be made: Otto Fife--Chief of Police, D . Claude Urie--Street S u p e r v i s o r , Clarence Cripps--Cemetery Caretaker, a n d J . G. Lowman continue a s City Engineer. Carried. Mayor P a r r y appointed the Councilman to Departments a s follows: Harold Sargent--Finance, Frank Milne--Parks a n d Public Property a n d Recreation, Morris Roberts--Airport, a n d Haldow Christensen-Public Safety a n d Waste Disposal. Police Department: Otto Fife, Robert Avedisian. Howard Carrol. Tony Lambert a n d Preston Wood. Feb. 5. 1948.. .Councilman Gardner reported on sanitation problems. Councilman Milne made motion t h a t Kumen Gardner be appointed temporary Sanitation Inspector. Feb. 11, 1948.. .Councilman Christensen reported on t h e Excelsior Business (Cedar Aspen Cooling Manufacturing Company), being operated by Forrest Hunter in the r e a r of his p r o p e r t y , back of the Bank of Southern Utah. He s t a t e d t h a t the business is in violation of o u r zoning a n d fire ordinance. The excelsior business was i n s t r u c t e d t o move; he expects to do s o within ninety days. Dr. L. V . Broadbent retained in his p r e s e n t s t a t u s a s City Physician, because he is a Veteran. Feb. 13, 1948.. .City Council met with t h e State Road Officials to determine, a s f a r a s possible, a road route for t h e s u p e r Highway (1-15). March 4 . 1948.. . A request by J . C. Haws to operate a mobile grocery s t o r e was considered. Permission g r a n t e d (Westside Grocery wagon). March 8 , 1948.. . C . R. Hunter made motion t h a t the City draw u p City Ordinances necessary to determine t h e responsibility of the businessmen regarding garbage disposal. Otto Fife, Police Chief, reported t h a t sixteen business houses a r e being left open a t n i g h t , a n d t h a t businessmen should be more careful. March 18, 1948.. . T h e North Field Extension Water Company met with t h e Council t o discuss culinary water north of the City limits. They were informed t h a t t h e City cannot legally sell water outside the City limits, unless t h e r e is a s u r p l u s . D . L. Sargent said t h a t t h e situation is the same now a s in
