Dec. 19. 1 9 1 2 . . .Mayor Urie stated that we have had a very successful y e a r , free from epidemics of Typhoid and other 1. To contagions. He made recommendations a s follows: extend pipeline to other mountain springs in the Five Lakes country. 2. To regulate the Irrigation Tax levy based upon actual expense. 3. Extension of cemetery, etc. Jan. 2 , 1 9 1 3 . . . A . H . Rollo presented the matter of people living in the southeastern part of town, who are paying the regular fee for water, are not receiving the same services as residents in other p a r t s of the City. He had kept close account, and the water was off about one-half of the time. He asked the City for better service or to extend his rent on the water rental. Feb. 1 4 , 1 9 1 3 . . .City Attorney. Henry L . Jones, presented an ordinance extending fire limits and providing for the requiring of building permits for buildings constructed in the future. Councilman Thorley made a motion that the rate on tap water used for building purposes be the same as for a family t a p , which rate i s $ 3 . 5 0 for six months. Not carried. On motion Councilman Highee, the sense of the Council was made to pipe the additional springs into the main a s soon as possible. Feb. 1 8 , 1 9 1 3 . . .Council changed Section 3 , or a resolution granting the State of Utah a tract of land for the erection of a Branch Normal School, in order that a change could he made making the Branch Normal an Agricultural School.
6, 1 9 1 3 . . .Councilman Walker. of Committee on March Irrigation, recommended that the tax be $ 1 . 5 0 per lot. Carried. Cedar Electric Company light for the City for the month of February was $42. Watermaster had visited mountain springs to add to the system; the distance of Pine Springs to the system is 300 y a r d s , and the distance of Barnhurst Spring to system is 350 yards. Mayor Urie recommended that March 1 5 . 1913, be declared "Gravel Day , " and all citizens donate a load o r two of gravel on that day, to be directed by the Supervisor of Streets. Carried.
March 21. 1913 ... Councilman Higbee recommended that Cedar City property is valued very much higher already than other property in the County, making her pay the greatest percent of the County Taxes; and he would, therefore, recommend that the assessment on property abutting the City be not raised, and left a s it is. Recommendation accepted. April 1 0 , 1 9 1 3 . . .The Library Board, having opened the bids
