When the teacher's payroll was submitted to the state for payment the latter part of December, the Attorney General ruled that the conditions had not been complied with and the Ward Hall did not meet the requircments; therefore, the maintenance of the school at state expense was illegal. A mass city meeting was called and, as a result, a bank in Salt Lake agreed to loan the money to the citizens of Cedar City, if three men would sign the note. Under these conditions Henry Leigh, Lehi \V. Jones, and Dave Bulloch mortgaged their homes and signed the note. Undoul~tedlythe indebtedness was repaid when the college was underway. School was held in the Ward Hall the winter of 18'37-98. Milton Bennion was Principal with George W. Decker, Annie Spencer, and Howard R. Driggs as a. faculty, and they took care of 118 pupils hent on securing a higher education. But, there still loomed the prohlem of the next year. Ground must be purchased and a suitable building, state approved, and state owned, must be ready by the following school season's comniencement.' Most of the citizens were in favor of stopping before they became further involved. A few thought it could be accomplished although they knew it would involve great effort and sacrifice. .-\committee was chosen to analyze the situation and decide on a feasible plan. The committee consisted of L.W. Jones, chairman, J.S. Woodbury and E.J. Palmer. I'his gronp presentcd a proposition, which was put to the people assembled in a commulrity meeting, and was stated as follows: "We have but nine nionths in which to h i l d a building worthy to house a branch of State Normal. Cedar City has heen chosen for it, and we should all f he proud o that. If we wait till snow begins to melt before we make a stnst toward getting out the lumber we need, it will he well into June before \ve can even arc to the mill, and due to the rush of farm work, there \vould be very few teams and men free to do so. We are doing very lictle through chc winter except choring. Will any men volunteer now, so that we can Xet the work under way before spring opens up?" O n the morning of Jan. 5, 1898, Beher Jerisen, the owner of the saw~nill,took the lead on a good saddle horse to point out the unfamiliar road.
