teach in the public schools of the State; and in, the event of such students discontinuing their studies at the University before graduation, they shall be requires to pay to the University the amount of registration or entrance fees required of other students, for a corresponding term of attendance. * * * The President of the University may at any time cancel the normal scholarship of any student for neglect or incompetency, and require the payment to the University of all fees exempted by virtue of said scholarship.
Chapel exercises will be held at the beginning of each day. Attendance upon these exercises will be optional, but all students are cordially invited to be present regularly.
The President and Faculty of the University will co-operate with the instructors of the Branch Normal School in giving a course of public lectures during the winter months.
These lectures will be on various scientific, literary, and philosophical subjects of popular interest, the aim being to give the citizens generally some of the educational advantages of the Normal School.
It will be the policy of. the instructors of the school to encourage and to assist in establishing student organizations which tend to promote a broader culture. Among these will be field clubs for practical scientific work, literary and debating societies, athletic and other associations.
