administration. No one man has the capacity or the time to personally attend to all the state's business. Administrative achievement depends upon the selection of appointees of substance and worth with an honest desire to serve the people well. "The Governor should seek advice but he cannot dodge the ultimate responsibility of selecting each member of his official family. Then, a faithful and effective official should be spared undue interference from the Governor and be allowed to work in an atmosphere of confidence and trust."

In 1948, Orpha was President of the Parent-Teacher Association at Uintah Elementary School, John Jr. was a Cub Scout, Steve was waiting to "grow into" his trombone, Carmen was taking dancing lessons and Paul, the baby, was the center of attention in the family. John ran a good campaign, and it was said that his "popularity has constantly grown since the day he announced," but he lost to incumbent Governor Maw in the Democratic primary race, and Governor Maw was defeated by J. Bracken Lee in the November election. The following succinct campaign speech was given to a Salt Lake Kiwanis Club August 26,1948: I have listened with interest as this campaign has developed with a view of determining the issues involved. At this point it appears the opponents to my nomination, after considerable effort, have produced the scathing indictment that I am too young and have not had sufficient experience. As 1 delve deeper into the affairs of our state government in a sincere attempt to keep myself on firm ground in the interests of all of the people of this state, I have reached the conclusion that if I am elected and diligently pursue the task of correcting present administration mistakes, there isn't a job within my knowledge that will make a 42-year-old man older any faster.
